outbound calls to recruit patient into a clinical trial

we need to make calls to people who showed interest to hear more information about a new treatment (investigational treatment under clinical trial), ask them few questions over the phone and invite them to a visit in a clinic / hospital where the clinical trial is conducted.
Our ideal freelancer should be able to contact those people ASAP from the time they have shown interest, and create trust during the discussion to increase the chances that eligible people will be willing to move forward and set an appointment at the clinic / hospital.
In addition, our ideal freelance should have determination and patience to call the same candidates several times and in different days / hours until candidates are answering the phone.

Some specifications:
1. Calls will be done only in USA. We need fluent English speaker with native accent.
2. we provide leads and we expect the freelancer to work on our CRM system. we will provide training.
3. Please describe how you are working - which dialer you have ? Are you able to get inbound calls as well ? can you provide a phone number for our leads to call back ?
4. For new leads, we expect the freelancer to call within 10 min
5. We will ask the freelancer to sign an NDA (non disclosure agreement)
6. how you calculate your time ? how we monitor your progress ?
7. We ask for fast responses and easy communication with you (mails, phone, skype...)
