Market Research: Retrieve Public Documents and Solicit Competitive Bids

I have two positions - one will be retrieving documents from government procurement agencies, and the other will be to act as a "mystery shopper" - calling up document scanning vendors, and asking for a quote as a church or law firm. Applicants must be comfortable with both roles.
I am looking for someone who not only communicates well, but someone who can think on their feet, and can understand concepts. To test this, I've created a questionnaire.
